Gov. Martin O’Malley (D) is proposing in the fiscal 2013 budget to increase state funding for nonpublic special education schools to $113.9 million, the Maryland Association of Nonpublic Special Education Facilities is preparing to release results of a new study that demonstrates the schools’ effectiveness. The study suggests special education students enrolled in nonpublic schools go on to enroll in secondary education at higher rates, and have a less of a chance of being arrested in the two years after graduating than special education students in public schools.
